To make better use of your time, you need to let yourself what to do. You need to understand what your are doing and repeat it back to yourself. You actually have to do a sample of a task while you are on the phone and walk through the steps of how to get it done. Also you will decide what you will not be doing to make the time to get it done. Next you need to actually block out the time in your calendar and schedule out this task. You need to also prepare yourself for the obstacles that will get in the way of you doing the task. Think of what could happen and what difficulties that you might experience. You need to be thinking of how to respond when things get in your way! The pain of not completing the action item and the gain of getting it done need to be clear in your mind.
