A quick skim of this infographic yields a pretty high ratio of text to illustration. While there is a lot of useful information here, it's conveyed almost solely through text — the illustrations are related to the sections, but don't add to or fully describe the copy. When text outweighs visual cues, it's tough to describe a piece as a true infographic. Additionally, the imagery uses several different illustration styles and gives the impression of being stock imagery, which lessens the impact a bit more. In all we'd give this a D.
